Synopsis:
The year 2007 witnessed one of the worst floods in the contemporary history of Bihar in India. Following the floods, a team of researchers and a film crew toured the flood-ravaged district, in a bid to capture the ground realities and bring to the fore, what lies beyond the murky waters. The film touches a wide range of issues and critically evaluates the disaster preparedness and management vis-Ã -vis frequent floods in Bihar. It examines government responses to the process of relief distribution, beneficiary identification, the devastating impact on the women and children and the plight of the landless and the Dalits. The film also exposes inherent inbuilt mechanism of exclusion and marginalization in the entire process of relief and rehabilitation. The film at the end raises few pertinent questions regarding the basic human rights of the dalits and marginalized community. The answers of course have long been overdue.
