Synopsis:
This documentary examines the policies and decisions that have led to the deterioration of California’s Sacramento-San Joaquin Delta, beginning with the giant state and federal water projects that have supported the growth of industrial agriculture in the southern San Joaquin Valley and of California’s major urban areas at the expense of habitat, farming, fisheries, and communities in the Delta region and Northern California. Using voice-over narrative by Ed Begley Jr. and interviews with people representing a variety of viewpoints, the film explores and refutes arguments being employed by wealthy and politically powerful special interests to justify building massive water transfer infrastructure through the Delta at a cost to water ratepayers and California taxpayers of upwards of $20 billion. The film concludes with ideas for how California can move away from historically high reliance on the Delta and toward greater water security through strategies for regional water self-sufficiency.
